What is the Declaration of Conformity (DoC)?

In the world of the new Packaging and Packaging Waste Regulation (PPWR), the EU Declaration of Conformity (DoC) is the most critical document you will hold. It is a formal, legally binding statement that your packaging meets all EU requirements for safety, recyclability, and material standards.

Think of it as a mandatory sustainability packaging record for packaging that prepares your products for the market—officially connecting the raw materials to the final package in the consumer’s hand.

A common point of confusion in the new regulation is who “signs” the paper. Under Art. 3 of the PPWR, the filler (you – our customer) is defined as the Manufacturer.

By issuing the DoC, you, as the manufacturer, assume the formal responsibility for the packaging’s compliance. It is a declaration to the authorities (and your consumers) that your packaging stands behind the legal requirement of your packaging.

While it is a legal requirement, the DoC offers three major strategic advantages:
